Red irritated spot on skin under my eyebrows?

Please help me figure out what this is.I used to have flaking a couple months ago i used some anti dandruff shampoo on my brows and it went away.On my right brow near the end all the skin is red and inflammed and all the hairs that grow in are very rough, brittle,and fall out easily.I have used hydrocortisone and triple antibiotic and it still gets red and irritated and is usually kinda itchy.It gets worse when i shower a whole red patch appears on my brow , no bumps or anything, also i no longer have flaking. I do wash my face and my brows and i do not scrub them hard im using a gentle cleansing Cetaphil bar of soap.What should i use on my brow to fix it and what is it or what things could it be.to sum it up its a red itchy patch thats causing hair loss and weak hair and its my skin thats red, and it hasn't went away with triple antibiotic or hydrocortisone,and usually it itches.Red irritated spot on skin under my eyebrows?
